I suggest they start from whatever level, get to their families and discuss the best way it can be done with minimum expenses. Instead of having a flamboyant ceremony, something quiet can be arranged. It all depends on how it is approached.
Above all, if the two people pray and depend on God, He will make a way. Plus, the earlier it is done the better.
